Foreigners Working and Residing in

“Foreigners employed in
China” here refers to foreigners who have not obtained permission to
reside long-term in China but who obtain legal social work and are
compensated for that work.
Applicants should first obtain an “Employment License” or an “Experts
Working Permit” and then take one of these forms in addition to all
other required forms to the nearest Chinese Consulate and process a work
(Z) visa. Upon entering China, the applicant should then have an
“Employment Permit” or “Expert Certificate” processed.
“Employment Permits” are distributed and supervised by the Labor
Department. Foreign employees taking up work in China or members of
representative organs in China should apply for an Employment Permit.
“Expert Certificates” are distributed and supervised by the State
Administration of Foreign Experts Affairs. Two types of foreign
employees should apply for this permit. The first is foreign
professionals who are employed in the fields of education, technology,
news, publishing, culture, arts, sanitation, athletics, etc. The second
is foreigners who are employed in an enterprise in a high level
management or technology position.
Foreign nationals with either an “Employment Permit” or “Expert
Certificate” can then go to the local Public Security Bureau Entry-Exit
Control Department to apply for a “Residence Permit”. After obtaining a
residence permit (in addition to one of the aforementioned employment
permits), the foreigner can then legally reside and work in China.
